You will take ownership of multidisciplinary delivery teams (engineers, Business Analysts, and product roles), ensuring that business needs, policy objectives, and technical solutions are aligned across large-scale initiatives.
This role is ideal for someone who sees Business Analysis as a core part of modern engineering delivery—and who is comfortable operating at the intersection of technology, product, and organisational change.
Please note: Previous experience within the Dutch public sector is essential.
The Role
As Engineering Manager – Digital Transformation, you will lead delivery across a portfolio of complex programmes, overseeing teams responsible for building and evolving critical digital platforms and services.
You will ensure that Business Analysts are fully embedded within engineering teams—enabling strong discovery, clear requirements, and efficient delivery.
Working closely with architects, product leaders, programme directors, and senior stakeholders, you will translate strategy into scalable, high-quality technical solutions.
You will also play a key role in evolving how delivery works across the organisation—supporting Agile ways of working, product-led development, and the adoption of modern tooling, including AI-supported workflows (e.g., Copilot).
Key Responsibilities
- Lead and develop multidisciplinary teams including Software Engineers, Business Analysts, and Product roles
- Ensure Business Analysis is integrated into engineering delivery
- Partner with architecture and product leadership to align business and technical outcomes
- Deliver large-scale digital transformation and modernisation programmes
- Improve requirements management, backlog maturity, and stakeholder alignment
- Drive Agile, DevOps, and product-led delivery practices
- Support adoption of modern engineering practices and AI-assisted tooling
- Engage with senior stakeholders across technology, operations, and policy domains
- Manage delivery planning, dependencies, risks, and cross-team coordination
- Coach and mentor engineers and analysts
What We’re Looking For
- Proven experience as an Engineering Manager, Software Delivery Manager, or Technical Lead
- Strong track record delivering complex systems or platforms
- Experience leading multidisciplinary teams that include Business Analysts
- Experience working in Agile / DevOps / product-led environments
- Background in large-scale transformation or digital programmes
- Experience within Dutch government or public-sector organisations (essential)
- Strong stakeholder communication skills (technical & non-technical)
- Ability to bridge engineering, business, and policy needs
Highly Desirable
- Experience embedding Business Analysts within engineering or product teams
- Exposure to AI-assisted development or analysis tools (e.g., Microsoft Copilot)
- Experience with platform modernisation or enterprise environments
- Experience working in regulated or governance-heavy settings
- Understanding of scalable system design and integration patterns
