Blue Phoenix is looking for a proactive and experienced Country Health & Safety Manager to lead, support and continuously improve health and safety performance across our Dutch operations. You will play a key role in implementing and maintaining health and safety standards, driving risk reduction, strengthening safety culture and ensuring that critical operational risks are effectively controlled. This role involves travel across various sites in the Netherlands, reports to the Managing Director Netherlands, and includes functional alignment to Group Health & Safety.

Tasks & Responsibilities
- Lead the implementation of health and safety policy, procedures and standards across the Netherlands
- Advise the Managing Director, site managers, supervisors and employees on health and safety matters
- Ensure compliance with Dutch health and safety legislation, RI&E requirements, internal standards and industry good practice
- Conduct and review risk assessments, inspections, audits and workplace observations
- Facilitate incident, accident and near-miss investigations, including root cause analysis and corrective action follow-up
- Support critical risk management, including mobile plant, vehicle/pedestrian segregation, energy isolation, work at height, lifting operations, contractor control, fire, dust, noise and occupational exposure
- Develop and deliver safety training, toolbox talks, awareness campaigns and management briefings
- Monitor H&S performance, report trends and ensure actions are closed effectively
- Promote a positive safety culture where unsafe work is challenged and stopped when required
- Work with Group Health & Safety to standardise reporting, procedures, Life Saving Rules and continuous improvement across Blue Phoenix
Qualifications
- 8-10+ years of health and safety experience, preferably in waste/recycling, heavy industry, manufacturing, construction, logistics, utilities or another high-risk operational environment
- Strong operational H&S experience across multiple sites
- HVK qualification, or MVK with commitment to achieve HVK
- NEBOSH General Certificate or equivalent
- NEBOSH Diploma or working towards NEBOSH Diploma would be highly advantageous
- Strong knowledge of Dutch health and safety legislation and practical application of RI&E
- Experience with ISO 45001-style health and safety management systems
- Experience in contractor management, permit to work, RAMS/JSA review, inspections, audits and incident investigation
- Strong communication skills with the ability to influence both shopfloor teams and senior management
- Fluent in English, written and spoken. Dutch is considered an advantage
