We are looking for a:

MEAL Facilitator

28-32 hours per week

Location: Almere, The Netherlands

Purpose of the position:

As Monitoring and Evaluation for Accountability and Learning (MEAL) Facilitator you will be responsible for qualitative and quantitative MEAL measurement, evaluations and data analysis. You are co-responsible for implementing and strengthening Dorcas’ MEAL System.

As MEAL is used by all departments that are involved in the programme management cycle, you will be responsible for making sure that the MEAL system is used and adds value for the users themselves and all parties involved, both internally and externally.

Tasks and responsibilities:

  • MEAL advice and practical support to your colleagues both in our Country Offices and at the International Office level
  • Support for MEAL strategic annual planning and for MEAL activities
  • Development and measurement of Theory of Change and Result Frameworks.
  • Facilitate and support MEAL in all phases of the programme management cycle from design, implementation and monitoring through to final evaluation and ending whilst ensuring continuous learning.
  • Developing survey forms in Kobo through to analysing and visualising the data collected.
  • Link externally, learn and represent, make connections and involve knowledge and ideas from the sector in the organisation.
  • Facilitating and supporting country and international office employees in performing MEAL activities, hence strengthening capacity through training and facilitating the use of the MEAL system.
  • Your Profile:

  • You have a bachelor’s degree or higher, preferably in the field of relief or development.
  • You have 3 to 5 years of experience in Monitoring and Evaluation at international relief and development organisations.
  • You are experienced in quantitative and qualitative research methodologies. Preferably you also have experience in Outcome Mapping and Qualitative Impact Protocol (QuIP).
  • You are experienced in conducting (need and asset) assessments and also in survey form design & data collection.
  • You are proactive, flexible, innovative, culturally sensitive and strong in planning and organising and enjoy working within a diverse team.
  • Good English skills (written as well as verbal). Dutch language skills are an advantage.
  • Ability to travel one (1) to three (3) weeks at a time to our Country Offices.

    The position is classified in scale 10 with a minimum of €3285 to a maximum of €4927, based on 36 hours schedule. You will also receive good secondary employment conditions (including a working from home arrangement, travel allowance and a non-contributory pension).
